Program for the morning of February 24
The condition between Russia and Ukraine keeps changing. To avoid a war, Russia has been demanding implementation of Minsk agreement and decision by Ukraine not to join NATO, but both have been rejected by Ukraine and the U.S. In the meantime, through the mediation of France, a basic agreement has been reached that Biden and Putin would have a talk on the condition that Russia does not make any military invasion. However, early today (Feb. 22 Japan time), Putin formally affirmed Donetsk and Luhansk as independent nations. It is assumable that Russia sends its forces to these regions to protect the citizens from attacks by Ukraine forces. This will be deemed to be an invasion by the U.S. and European nations, ruining a talk by both sides.
